P3 – Parish Path Partnership (including BR17)

 

7.1

Risk Assessments on P3 network is complete, done by JH

Reprint walk leaflets – ready for summer, £213 in P3 budget for 1,000 leaflets – place order

BR 17 from TF – car boot blocking RoW – advise racecourse to instruct all hirers there is a RoW, & that users should be able to proceed without hindrance, copy correspondence to CCC. Diversion pending - chase CCC on time scale for diversion

Replace burnt trees FP 15 – land needs tidying, landowner has been asked if PC can use for new play area, reply received advising owner may need to do a contamination survey first, speak to landowner

Work proposed includes:

  • 1,000 walk leaflets
  • Signs & waymarkers to guide people from The Green to Thrapston Rd, FP 16
  • Purge litter on all paths
  • Trees to replace burnt out scrub, FP 15
  • Continue campaign for NMU crossing
  • Ongoing maintenance to path network

 

 

Also includes; requests for CCC work, create circular route FP 15 to West End, diversion FP 2, in conjunction with landowners

Dog fouling

 

 

Letter from resident, River Lane, complaining of dog fouling, this is private road, HDC has no jurisdiction for dog fouling & fines. Residents have put up signs but dog owners do not take any notice.

 

 

Ask HDC if they can offer any suggestions & if PC purchased bin River Lane/Buckden Rd junction would they add to their bin emptying schedule & also 1 more further down, make sure we state it is a private road, copy letter to resident

Anglia in Bloom

 

 

EC:

 

9.1

EC attended BYF (Brampton Youth Forum) earlier tonight. There are 2 youth projects, 1 is primary school ages and 12 up to 18 yrs. EC is asking for their involvement in Anglia in Bloom for 2008 and what they would like to do

 

9.2

Has spoken to LR & BL re: improvements to Playing Field – wildlife garden (depending on funds)

 

9.3

Wish to involve Manor, wheelchair users lack a Sunday afternoon outing, consider hard surfacing footpath for easier access from Coronation Way to new wildlife area then back along F/p 26 to kissing gate @ Thrapston Rd. Creating footpath is very expensive, an alternative is hexapath paving, laid in ground & grass grows through, once laid will not require anything much in further maintenance. The path could be made pretty with arches & roses, all is dependent on funds & capital survey

MS designed litter schedule – started 14 Nov 06 – from then to Mar 07, litter warden has spent 2hrs, once a week on village – from April 07 he spends 2hrs, twice a week on village – started cycle 5 Tue 12 Jun – will know more regarding frequency requirements when he completes 1st sweep and revisits cycle again as 1st sweep is history

16.1

Thurston’s Fair: Charging rates by other councils – obtain cost comparison from Warboys  - £75 per year – small fair with some side stalls in High St – Warboy’s Clerk issues road closure notifications & notices, informs police, fire service, ambulance service, bus companies & residents

Dr Berrington received request from CCC to cut back tree on small green – this is PC land. Staff have already cut back 1 x tree opposite 117 High St. Dr Berrington is to ask which tree they meant

 

16.3

Request from Brampton Scout Group to hold Village Fete on The Green, Sat 14 Jul

Request from Mukesh Makwana, the Harrier, to hold Brampton Music Fest, 6 x bands, small  festival, some local young people’s bands, wants it to become a Community Event – Sat 11 Aug 2pm to 11pm – temporary events licence will be required

 

 

Bar B Q + small bar on The Green – RAF chefs to cook – will clear all litter after the event

 

 

Suggested restrictions & conditions: Plastic only, no bottles, decibel restrictions to be same as premises licence, permission one-off for this year, closing time restricted to 10.30pm, warning notices on road, temporary events licence needs to be withHarrier owner in order he is responsible for informing police etc, obtaining insurance cover & also informing residents, he will have to supply first aid & adhere to Health & Safety for open events undertaking a Risk Assessment – agree in principle if we apply these strict conditions. Find out if any other organisations will be attending/selling on stalls & how he intends to control the event

Fencing (including West End)

 

17.1

White fence in ditch West End, both sides adjacent culvert (Elizabethan Way) is rotten & needs repair/replace – inspect & report to CCC

NW of West End/Miller Way junction there is a triangle piece of land + 4’ concrete fence posts, which block vision for exiting drivers and land is untidy & full of litter – ask CCC to remove posts & tidy area

Keep up pressure with HDC for replacement trees

HDC to write to resident of the Hurdles who has lopped some of PC tree branches inside the playing field. HDC will advise that these actions amount to criminal damage without landowner’s permission & if they had contacted landowner first they may have agreed to cut branches for them. Sawn branches need tidying back to trunk – HDC will advise us

CCC have remarked we have 2 x signs at village entrances – PC installed 4 village signs some years ago, additional signs were later installed when traffic calming was completed by CCC

This has been dealt with by the police – no more cars on roundabout

Jointly Funded Minor Improvement Schemes – 2008/09 Bidding Round

1. Submit bid for creation of footpath, N side of Thrapston Road from the Allotments to the roundabout (repeat bid from 07/08, which was unsuccessful for 07/08)
