Good morning,

I write to provide you with an update on our regulation of Buckden North Landfill following the increased reports of odour experienced in November and early December 2020.

The operator of the site, Anti-Waste Ltd (FCC Environment), reported that work to place an area of permanent cap, and an area or temporary capping was completed before Christmas. In addition to this a number of additional gas extraction wells were also connected at that time. Both were confirmed by our officer during an inspection of the landfill on 23 December 2020.

We received a small number of malodour complaints in the last two weeks of December and into early January. However, a spike in complaints was received on 8 January and was investigated by both the Environment Agency and FCC. There are a number of potential odour sources locally, including the landfill and the sewerage works. Unfortunately on this occasion, whilst we attended the local area within 2 hours of the reports being received, we were unable to identify the source of those odours as they had already dissipated.

FCC has contacted the local Parish Council, and your Councillor to arrange a community liaison meeting. This is scheduled to take place remotely on 3 February with the local community represented by members of the Parish Council.

Our officers continue to attend the site and liaise with the operator on a regular basis to monitor operations and ensure all appropriate measures are utilised to prevent, or where they cannot be prevented, to reduce further off-site malodours. It is not fair or reasonable to expect zero odour from a landfill site. Landfill operations will always have periodic smells but this should not be a sustained event.

Further to this we are also undertaking an investigation into the circumstances leading to the off-site odours detected in November and dependant on the outcome of our investigations we will determine the most appropriate enforcement response in line with our procedures.
